Roscoe Whitlatch, 62, a native of the Attica area, who retired this fall as director of administrative services of the State Department of Social Services, died on Nov. 1 of a liver ailment at Iowa Lutheran Hospital in Des Moines.

Funeral services were held from the Hamilton Funeral Home in Des Moines on Nov. 4 with interment in Dallas Cemetery.
A graduate of Knoxville High School, Whitlatch there after worked for the Chicago, North Shore & Milwaukee Railroad and managed an A & P Grocery in Chicago, Ill.

He returned to Knoxville in 1933 and was one of the first employees of the
Marion County Welfare Department. Later he joined what was then the State Welfare Department with which he was connected until his retirement.

He had attended Des Moines University, Drake University and the American Institute of Business.

Immediate survivors include his wife: a son, Ronald Whitlatch of Des Moines; a daughter, Mrs. (Karen Ray) Delbert Wenell of near Laurens; his mother, Mrs. Mamie Whitlatch of Knoxville; a sister, Mrs. Herbert Cline of Route 1, Bussey, and three brothers, Corwin and Victor of Route 4, Knoxville, and Merrill J. of Des Moines.
